Here is the thing about charm/impress stats. There are no actual rule explaining to use this? Does it apply only to NPCs, or can it charismatically strongarm a PC? Is this a bonus applied to skills like Seduction or Dancing? Is it a percentile roll itself? Whether this is powerful or near-useless depends on the interpretation of the individual GM.
